Should i reset my save file to get Glory to Arstotzka (im on day 13-14 i think). I cant do it on my current save file due to me accepting Mikhail, so should i?

I've wanted to 'mod' this game ('mod' as in change up the sprites) and was just wondering if it was possible to open/edit the Art.dat file some kind of way, or maybe even convert it into the asset folder, change image files, and then convert it back into a .dat file (assuming any of that even makes sense, I'm just your average idiot)
So, is it possible to do anything with Art.dat?
Every entrant doesn't seem to have any baggage with them, like important things, food, papers, money etc. Where is their baggage? I've been alot to other countries and every time on the border the baggage was checked. So where is their baggage?
Or, why wouldn't they just tell the inspector who has wrong papers and stuff?
I remember visiting the Smithsonian Art of Video Games exhibition at the EMP in Seattle, some time around February 2013, and I vaguely recall playing an early alpha of Papers, Please.
I don’t remember if it actually happened, and if it did, whether it happened then and there. I only discovered that that was the name of it today after doing some research.
Some things to consider: Papers Please was an incredibly new, unique, indie game, which was the sort of thing they were probably looking for, and the alpha of Papers Please was released that same month on February 1st.
If anyone was there, or knows how to find out, I’d really appreciate it. Thanks.
