Vonel is a secret policeman, but at least he's not crooked by his own (warped) standards. If you are genuinely loyal to the Arstotzkan government, he tells you so at the end of the game and lets you be. Dmitry (your immediate boss) is just a low-level petty thug who's not above breaking Arstotzkan law for his own benefit and is willing to throw you in jail over stupid shit like what you hang on the wall of your booth.
I wish there was a way to turn Dmitry in to Vonel for the mistress-smuggling incident. That would be awesome.
m8 i hate his face during the audit. It's just... scary. Escpecially when i played for the first time getting ending 14 (didnt poison Khaled Istom, didnt allow Stepheni Graire and didnt allow Marie Escall). Also jumpscared me the first time i saw him. Needs to wait outside, just like other scum.
M. Vonel isn't really a villain, he punishes you for associating with terrorists/committing murder/assault. If M. Vonel is a villain so are EZIC, because they will also kill you if you aren't absolutely loyal to them.
Vonel is an asshole, yes, but not evil. He executes you for cooperating (totally counter-productive in my opinion), but every other time Vonel arrests/executes you, you HAVE broken Arstotskan law. Taking the EZIC gift is taking a bribe, which is illegal. And he arrests you for helping EZIC, but consider what the EZIC tasks are. Breaking immigration laws, murder, and helping someone assume a false identity and sabotage government tasks. Wouldn't you be arrested pretty much anywhere for those things? Vonel is just an agent, he doesn't have a personal vendetta against you, he's just doing his job.
